INSPIRE PA is opening applications for the pilot edition of its Certified Curriculum for Social Innovation Officers: a new European training pathway designed to strengthen the capacity of public administrations to co-create solutions, engage communities, and drive systemic change.

Developed in partnership with organisations from Greece, Italy, and Romania, the programme responds to the growing need for public institutions to navigate complexity with new skills, tools, and collaborative approaches.

About the Training Programme

The course offers a structured introduction to Social Innovation in the public sector, combining theory with hands-on tools for problem analysis, co-design, impact evaluation, innovative procurement, and organisational transformation. Delivered by experts in public policy, social innovation, and change management, the pilot will test the full curriculum across the three partner countries. 

The training consists of:

  • 8 live online modules (2 hours each)
  • Individual study activities supported by a dedicated Moodle platform
  • Access to a shared repository including slides, videos, workbooks, and further learning materials
  • A final certificate of participation, with the option to take the Social Innovation Officer certification exam

The course will run from late February to late April 2026.

Who Can Apply

The call is open to public sector employees from Italy, Greece and Romania, including directors, managers, policy officers, coordinators, and civil servants involved in service delivery, programme management, governance, innovation, or citizen participation.

Applicants should demonstrate:

  • Current employment in a public administration
  • Motivation and interest in innovation and public value creation
  • Preferably two years of experience, though early-career professionals are also encouraged
  • Basic digital skills and a recommended B2 level of English for accessing study materials and following the introductory module. 

Participation is free of charge.

Timelines and Selection Process

Applications are open until 23 January 2026 at 23:59 (CET).
The selection committee will evaluate candidates based on professional relevance, motivation, diversity and inclusion criteria, and basic ICT/English competencies. Results will be published on the INSPIRE PA website.
