
The INSPIRE PA project – INtroducing Social Practices to Improve the REsilience of Public Administration – is a project co-financed by the European Union under the Erasmus+ program. It aims to enable public administrations to become facilitators and implementers of social innovation, strengthening their capacity to design and develop new ideas that more effectively respond to social needs, and improving their ability to renew existing mechanisms of cooperation with the non-profit private sector through a holistic and ecosystemic approach.
The starting point consists of a careful examination of the mapping of good practices of social innovation already operational in the public sector. The joint study of the project partners, coming from Italy, Greece, and Romania, united by their interest in the development of social innovation and their proven experience in the delivery and certification of VET training courses, aims to design, develop, and deliver a feasibility test of a new certified training curriculum for “Social Innovation Manager.” During the project, this curriculum will be delivered in a distance learning format to 60 employees of public administrations in Italy, Greece, and Romania from various European public administrations that have expressed their willingness to participate as external partners.
The standardized curriculum prepared and delivered will be certified and officially validated by one of the participating partners, accredited for certification at the European level. The project partners will also define guidelines for replicability and dissemination of the new certified curriculum to enable its widespread adoption as a professional training tool for a new international network of public administrations, VET training organizations, non-governmental organizations, and
MISSION
The project aims to achieve the following objectives

Raise awareness among both public administrations (PAs) and vocational education and training (VET) institutions about the professional role of the “Social Innovation Manager” in the public sector.

Improve the skills of public employees regarding social innovation practices.

Increase the quality and quantity of training courses provided to PAs by VET and higher education institutions, offering common, tested, and shared tools and methodologies.

Develop a transnational network to provide a standardized curriculum to PAs on social innovation practices.
RESULTS
The expected results from the execution of the project are:
- Creation of a certified curriculum for “Social Innovation Manager” in public administrations.
- Delivery of pilot online training course sessions aimed at 60 public employees in Greece, Italy, and Romania.
- Development of guidelines for the replicability of the Social Innovation Manager curriculum.
- Activation of a community of practice to promote the approach of social innovation in the public sector.
- Dissemination of policy recommendations aimed at fostering effective training policies in public administrations.
- Connection of the project with other ongoing institutional initiatives.
